Unfortunately, the article turned out to be substantially more mundane than the headline would suggest. Something about volunteers and Africa. Boring!

Without the article handy, I feel I may be missing some context. However, wouldn't "Rediscovering Peace Crop" in capital letters denote the whole as a proper noun, and thus not need quotes around them to clarify that they're not talking about pacifist plants? Or agreement with "dreams" and "retirement" for that matter? It sounds like they're trying to say "the dreams of the Rediscovery Peace Crop [Group] are now finished." Was that accurate?
Help clarify please, guru of grammar!
The good folks at CNN were aiming for "Peace Corps." You know, the group that sends volunteers to third-world countries to teach them to reach and such? CNN just had a little dyslexic moment, apparently.
